Gender Analysis of Climate and Disaster Risk Finance and Insurance in Senegal

Climate change poses significant risks that disproportionately affect women in Senegal, who make up 60% of the agricultural workforce. This report, commissioned by the Centre of Excellence on Gender-smart Solutions and conducted by Oxford Policy Management, examines how Climate and Disaster Risk Finance and Insurance (CDRFI) can strengthen resilience by addressing gender-specific vulnerabilities and privides recommendations. Drawing on research and stakeholder consultations, the study highlights persistent barriers, including financial and digital exclusion, limited decision-making power, socio-cultural restrictions on land ownership, and a lack of gender-disaggregated data. These challenges reduce women’s access to effective risk management tools and limit the impact of existing CDRFI programs. The report provides actionable recommendations for bridging these gaps, including the development of tailored microinsurance products, strengthening women’s land tenure rights, and creating a national strategy with explicit gender targets. By integrating gender-responsive approaches, Senegal can ensure that climate resilience initiatives are inclusive, equitable, and effective in protecting those most vulnerable to climate-related shocks. 

This review primarily focuses on the integration of gender considerations in CDRFI policies and programmes in Senegal with a particular focus on women. It partially explores other aspects of social inclusion of different vulnerable groups affected by climate-related disasters
