Turning knowledge into action, the Technical Advisory Facility helps bridge the gap between research and practice. Leveraging the expertise of consultants and field specialists, the Facility aims to equip governments, regulators, financial institutions, and development partners with the expertise, tools, and guidance needed to make Climate and Disaster Risk Finance and Insurance (CDRFI) inclusive, equitable, and impactful. By translating global evidence into practical, context-specific solutions, the Facility ensures that gender considerations are not an add-on, but a core part of policies, strategies, and financial instruments that protect climate-vulnerable communities.
Gender Gap Analysis and Action Plans
We provide support to conduct gender gap analyses within Climate and Disaster Risk Finance and Insurance frameworks, identifying barriers and opportunities to ensure equitable access. Each analysis is paired with a clear, actionable plan to address the gaps.
Capacity Building for Gender Integration
We provide training to equip practitioners with the knowledge and skills to design inclusive, gender-responsive strategies for Climate and Disaster Risk Finance and Insurance policies and instruments.
Tailored Technical Support
Recognising that each organisation has unique needs, we work with partners to address specific requests to strengthen gender inclusion in their policies, programmes and operations.

With support from the TAF, we are operationalising a Gender Strategy and building internal capacity across teams to deliver more gender-responsive solutions.
The changes triggered by the TAF support have made PICAP’s approach more inclusive, targeted, and evidence-based, ensuring that previously underserved groups such as women, persons with disabilities, and social protection recipients are now better represented and reached.
The TAF’s support was instrumental in strengthening our monitoring systems and embedding a gender-smart approach across our work on risk financing and insurance
The analysis, structure, and recommendations from the Technical Advisory Facility were very useful. We plan to apply them in developing assessments and plans for ICLEI’s Urban Infrastructure Insurance Facility project. Budget permitting, we hope to bring in gender expertise to support implementation.
